In a world grappling with environmental concerns and a growing need for sustainable transportation, India has emerged as a front-runner in promoting electric mobility. The Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) India Scheme, initiated by the government, aims to expedite the adoption of electric vehicles (EVs) and create a robust ecosystem for their manufacturing.
FAME India Phase I
It had four focus areas - technological development, demand generation, pilot project and charging infrastructure components.
Key salient features are:
1. Incentives for EV Buyers:
The scheme offered financial incentives for the purchase of electric and hybrid vehicles, making them more attractive to consumers.
Two-wheeled and three-wheeled electric vehicles received the lion's share of incentives, aiming to boost their adoption for short-distance commuting.
2. Charging Infrastructure Development:
A crucial aspect of EV adoption is the availability of a robust charging infrastructure. FAME India Phase 1 allocated funds for the development of charging stations in urban areas and along highways.
Emphasis was placed on creating charging infrastructure in public places, commercial spaces, and residential complexes.
3. Promoting Research and Development:
The scheme supported research and development initiatives in the EV sector to encourage innovation and technological advancements.
Funds were allocated for pilot projects and demonstrations to test the viability of new technologies and business models.
4. Government Fleet Electrification:
To set an example for the private sector, the government aimed to electrify a portion of its fleet. This move not only contributed to environmental conservation but also showcased the reliability and efficiency of EVs.
Achievements under FAME India – Phase 1
• About 2.8 lakh xEVs supported with total demand incentives of approximately Rs. 360 Crore.
• 425 electric and hybrid buses were deployed across various cities in the country with a Government incentive of about Rs. 280 crores.
• 520 Charging Stations/ Infrastructure for Rs. 43 crores (approx.) were sanctioned
FAME Scheme Phase II
This phase aims to address the gaps identified in the earlier phase and further accelerate the adoption of electric mobility. Here are the key features of Phase 2:
• Focus on Electrification of Public and Shared Transportation:
Phase 2 places a strong emphasis on electrifying public and shared transportation, including buses, cabs, and rickshaws. This strategic focus aims to reduce emissions in high-impact sectors and promote the use of EVs for shared mobility.
• Expansion of Charging Infrastructure:
Recognizing the critical role of charging infrastructure, Phase 2 continues to allocate funds for the expansion of EV charging stations. The goal is to make charging facilities more accessible, ensuring that range anxiety is minimized for EV users.
• Incentives for Advanced Battery Technologies:
To encourage the use of advanced battery technologies, Phase 2 introduces incentives for the manufacturing of high-efficiency batteries. This move is expected to boost the domestic production of batteries, reducing dependency on imports.
• Phased Manufacturing Program (PMP) for EV Components:
PMP is aimed at promoting the indigenous manufacturing of electric vehicle components. By incentivizing the local production of key components, the government aims to strengthen the domestic manufacturing ecosystem and reduce costs.
• Promoting Sustainable Transportation Ecosystem:
Phase 2 envisions a comprehensive and sustainable ecosystem for electric mobility. This includes initiatives to promote recycling of batteries, standards for charging infrastructure, and the development of a skilled workforce for the EV sector.
Achievements of FAME India – Phase II (till February 2022)
Under this phase, major emphasis is placed on electrification of public transportation that includes shared transport.
• 4,69,315 Electric Vehicles have been supported by way of Demand Incentive amounting to about Rs. 1869 crores (as on July 11, 2022).
• 6315 e-buses sanctioned to 65 cities/STUs/CTUs/ State Govt. entities for intracity and intercity operations across 26 states/UT under the Scheme.
• 2877 charging stations sanctioned in 68 cities across 25 states/UTs
• 50 Original Equipment Manufacturers (OEMs), both start-up and established manufacturers, have registered and revalidated their 106 electric vehicle models
• Sale of electric two wheelers vehicles has increased manifold
